Критичен момент за действие

Организацията „Изчезнали деца Европа“  (Missing Children Europe, МСЕ) работи от години по анализиране на темата за изчезналите деца в миграция, по въпросите на обучение на професионалисти за по-добро реагиране на нуждите от закрила, както и за генериране на консенсус относно промените в политиките и законите на национално и европейско равнище, за предотвратяване изчезването и експлоатацията децата и предоставяне еднаква защита на всички деца. Това доведе до идентифициране на няколко области, в които са необходими допълнителни усилия, включително осигуряване на целенасочена подкрепа на децата в движение, подобряване на трансграничната закрила на децата и обмен на информация и засилване на политическата воля за инвестиране в деца, идващи в Европа.

Нуждите от закрила на децата в миграция са пренебрегвани твърде дълго, поради което те все повече стават жертва на трафик и експлоатация или страдат от проблеми с физическото и психичното здраве. Постигането на трайна промяна в тези области изисква ресурси, стратегия и координация с множество участници на национално и европейско ниво. Ако не инвестираме в защитата на тези деца и в създаването на безопасна среда, където те могат да развият своя потенциал, в бъдеще това ще коства голяма цена за обществата в Европа.

Тази програма идва в критичен момент, когато както европейските, така и националните институции изглежда се състезават за намаляване на достъпа до правата на всички мигранти, включително децата, и когато популистичните движения и тяхната злоупотреба със социални медии и други комуникационни канали нарастват. Съществуват обаче и хора, които стават все по-загрижени и изпитват желание да действат, за да бъдат част от необходимата промяна в подхода за интеграция и защита на най-уязвимите. В същото време Комисията пое ангажимент да подобри положението на децата в миграция в съответствие с нашите препоръки и ние сме решени да гарантираме, че те ще спазят това обещание. Нарушаването на правата на децата в границите на Европейския съюз стана толкова грубо, че вече не може да бъде пренебрегвано. Тази програма ще се основава на този импулс да отговори на необходимата промяна.

Генерална цел на проекта

Целта на програмата е да поправи пропуските в защитата, които водят до изчезване и експлоатация на деца в миграция, и да допринесе за създаването на среда, в която политическите и законодателни процеси отчитат приоритетно най-добрия интерес на детето.

Подцели и таргет групи

Чрез обширна тригодишна програма за преодоляване на пропуските в защитата, водещи до изчезване и експлоатация на деца с четири основни цели и целеви групи:

1. Искаме децата да имат достъп до удобна за децата актуална и достъпна информация за техните права, процедури и наличната подкрепа, където и да са, така че да бъдат овластени да вземат правилни решения, а не да бъдат принуждавани да се доверяват на тези, които печелят от тяхната уязвимост и следователно да бъдат по-добре защитени по време на движение в Европа;

2. Искаме професионалистите, работещи с деца, да бъдат по-добре обучени да отговарят на нуждите от закрила на децата в миграция. Искаме те да работят по-добре, заедно през националните граници въз основа на изпитани и тествани процедури, така че децата да бъдат защитени от изчезване и трафик на хора;

3. Искаме широката общественост да има повишена чувствителност към ситуацията и нуждите на децата в миграция и искаме разказът относно децата в миграция да се промени в по-положителен дискурс, за да се избегне отчуждението на децата и да помогнем на децата да се интегрират в тяхното ново общество;

4. Искаме политиците на национално и европейско равнище да дават приоритет на децата в миграционните политики, така че всички решения относно децата да се основават на техния най-добър интерес, включително тези, свързани с законодателството и публичното финансиране.

A critical time to act

Missing Children Europe has been working for several years on analysing the matter of missing children in migration, training professionals in better responding to protection needs and generating consensus around changes in policies and laws to be pursued at national and EU level to prevent disappearances and exploitation and grant the same protection to all children. This led to the identification of several areas on which additional efforts are needed, including providing targeted support to children on the move, improving cross border child protection and information exchange and strengthening the political will to invest in children coming to Europe.

Protection needs of children in migration have been neglected for too long, which led to a situation where they are increasingly victims of trafficking and exploitation, or suffering from physical and mental health issues. Achieving durable change in these areas will require resources, strategy and coordination with multiple actors at national and European level. Not investing in the protection of these children and in the creation of a safe environment where they can develop their potential will come at a great cost for our societies in Europe. 

This programme comes at a critical time when both EU and national institutions seem to compete in diminishing access to rights to all migrants, including children, and when populistic movements and their misuse of social media and other communication channels are on the rise. However, there is also a low level movement of people who are becoming increasingly concerned and feeling the urge to act, to be a part of the needed change in the approach to integration and protection of the most vulnerable. At the same time, the Commission has made a commitment to improve the situation of children in migration in line with our recommendations, and we are determined to ensure that they will respect this promise. The violation of children rights within the European Union’s borders has become so blatant, that it can no longer be ignored. This programme will build on this momentum and address and respond to the change needed. 

Goal

The goal of the programme is to close the protection gaps that lead to disappearance and exploitation of children in migration and to contribute to creating an environment where policy and legislative processes give primary consideration to the best interest of the child.

Objectives and Target Groups 

Through a comprehensive three-year programme, to close the protection gaps that lead to disappearance and exploitation of children with four main objectives and target groups:

1. We want children to have access to child friendly, up to date and accessible information on their rights, procedures and the available support wherever they are, so that they are empowered to take the right decisions, rather than forced to trust those profiting from their vulnerability, and therefore are better protected while on the move in Europe;

2. We want actors working with children to be better trained in responding to protection needs of children in migration and we want them to better work together across national borders on the basis of trialed and tested procedures, so that that children be better protected from disappearance and trafficking;

3. We want the general public to feel sensitised to the situation and the needs of children in migration, and we want that the narrative regarding children in migration changes to a more positive discourse to avoid alienation of children and to help children to integrate into their new society;

4. We want the policy makers at national and EU level to prioritise children in migration policies so all decisions regarding children be based on their best interest, including those related to law making and public funding.

Missing Children Europe is happy to announce that the Miniila app is back online and available again to children in migration in Europe! Download it from the Apple Store, Google Play!

The relaunch of Miniila couldn’t have been timelier with the recent COVID-19 pandemic and several EU member states declaring their willingness to welcome  unaccompanied children from the Greek Islands. The pandemic left many children in migration isolated, in difficult sanitary conditions and without access to basic services and support. That's why it is crucial that we stay active and continue reaching children who need help.

Over the last year, the app has undergone several necessary changes to improve the safety of children in migration.

WHAT'S CHANGED FOR THE CHILDREN THAT WE WANT TO HELP? 

Miniila's main goal is still to facilitate access to support and services for children on the move in your country. It’s look and user interface have been redesigned with children’s specific needs in mind. We’ve created a child-friendly design that provides information on children’s rights, procedures such as asylum application and family reunification, and advice on finding safety and recognising danger. Children are redirected to services according to their moods and needs, and they have access to quick translations from the local language to their  mother tongue, and vice-versa.
